Job Description

Location: Big Bear. All vacancies are to be filled in Big Bear only. Candidates must indicate willingness to work in Big Bear; otherwise they will be disqualified. Overview The Assessor‑Recorder‑County Clerk (ARC) office is recruiting Appraiser Trainees who will work in a training capacity while learning to apply appraisal principles and arrive at valuations for single residential and moderate‑sized multiple‑unit residential properties for tax assessment purposes. Incumbents will gather market and cost data, review financial documents, perform field inspections, interview owners and contractors, explain assessment laws to the public, prepare appeals, represent the County before the Assessment Appeals Board and court hearings, and participate in training and review of Revenue and Taxation codes. Responsibilities Gather market and cost data. Review financial documents. Perform field inspections of real property (land and buildings) and personal property (business equipment, fixtures, etc.). Interview business and property owners, contractors, and realtors. Explain assessment laws, policies and procedures to the public. Prepare appeals and represent the County before the Assessment Appeals Board and court hearings. Participate in training and review of Revenue and Taxation codes. All duties are performed in accordance with property tax laws. Auto‑promotion potential up to $99,694 annually. Conditions of Employment Promotion: Appraiser Trainees are eligible for promotion to Appraiser I ($61,609.60 – $84,656.00 annually) within one year of employment, provided they obtain a valid permanent Appraiser’s Certificate and receive a satisfactory work‑performance evaluation. Incumbents must promote within eighteen months or be terminated. Appraiser I are eligible for promotion to Appraiser II (up to $99,694 annually) within 24 months; regular status is achieved only at the Appraiser II level. Travel: A valid California Class C Driver License is required. Mileage reimbursement and proof of automobile liability insurance must be maintained. Sponsorship: San Bernardino County does not consider candidates who require visa sponsorship at the time of application or in the future. Qualifications Candidate must meet one of the following options: OPTION 1: Completed/awarded bachelor’s degree. OPTION 2: Graduation from high school and a combination of higher education and/or relevant experience totaling four (4) years (experience must have been obtained within the last ten years). Qualified experiences include: Licensed real property appraiser (BREA Residential or higher), building cost estimator, accountant, or engineer. California real estate licensee engaged in buying, selling, or leasing real estate. Appraiser aide/technician or higher in a county or state office performing valuations for assessment purposes or the California State Board of Equalization. Employee of an Assessor’s office (other than Appraiser aide/technician or higher) or property tax department of the California State Board of Equalization, with employment time limited to qualifying for only 32 months of the four‑year requirement; the remaining time must be accumulated by other relevant experience or education. EDUCATION 1: Applications are also accepted from candidates currently enrolled in or having completed the last semester/quarter prior to graduating with a Bachelor's degree. A letter from the school indicating graduation date must be submitted with the application. EDUCATION 2: Qualifying degrees or coursework must be completed at an accredited college or university. Degrees or coursework completed outside the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service showing equivalency. All work experience must be clearly detailed and demonstrated on the application and supplemental questionnaire. Resumes are not reviewed. Ideal Candidate Profile The ideal candidate will possess strong communication and computer skills, the ability to manage large appraisal workloads with a high degree of independence, and willingness to travel to district offices as needed.
