POSITION DESCRIPTION: Serves as the Departments principal technical advisor for airport master planning; assist the Department's District Office personnel with airport planning issues; reviews Airport Master Plan and specifications produced by Florida airports, makes appropriate recommendations to comply with the current design practices and Federal and State specifications.

 

Analyzes proposed legislation for impact on local, state, and federal requirements and provides recommendations.

 

Serves as the Department's liaison for Unmanned Aircraft Systems (UAS), Unmanned Aerial Vehicles (UAV), and Advanced Air Mobility (AAM) programs, and coordinates with private sector, State, and Federal partners; reviews and updates the office UAS website and brochure as Federal and State laws change.

 

Manages the development and dissemination of the Florida Statewide Economic Impact Study report for the State's public-use airports, creating a snapshot of the economic contribution of Florida's airport system.

 

Manages aviation consultant projects related to Airport Master Planning, Airport Feasibility Studies, Economic Impact Studies, and Aviation Innovation. Develops consultant agreements which comply with all applicable Federal and State laws, rules, policies and procedures, and reflect good project management practice and prudent fiscal practices ; adhere to all applicable fiscal and contractual laws, rules, policies and procedures when advertising for and selecting consultants, processing project agreements, contract changes, invoices, and close-outs, effectively plan and direct the work of project consultants, management of the project contract(s) and review/approval of project deliverables and products.

 

Research technical issues.

 

Serves as the Department's principal technical advisor for airport feasibility analysis. Reviews Airport Feasibility Studies produced by Florida airports and makes appropriate recommendations to comply with the current design practices and Federal and State specifications.

 

Perform instruction duties in conjunction with implementation of statewide aviation training programs for local, Federal, and private sector partners.

 

Develop and implement aviation rules, policies, and procedures and recommend revisions as needed to maintain an efficient and effective statewide aviation program.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of principles of planning and design of airport facilities and land-side and air-side operations; airport master planning and environmental analyses; statistical analysis and forecasting; FAA regulations, guidelines, and specifications related to airport design and operations; microcomputer applications for wordprocessing, data analysis, presentation and internet access. Skill in applying the principles and analytical techniques of aviation planning and design; interpreting and logically applying regulations, guidelines and specifications to aviation system and airport planning projects; report and letter writing; presenting formal discussion before audiences. Ability to accurately analyze and interpret aviation data and solve technical problems; evaluate aviation facilities and operations; determine work priorities and manage multiple assignments; complete complex projects on schedule and within budget; establish and maintain effective working relationships with FDOT, other agency personnel and the general public; effectively manage the work products of engineering and planning consultants.

 

MINIMUM QUALIFICATIONS: Seven years of professional experience in airport management, airport planning, airport operations, or closely related field. A bachelor’s degree from an accredited college or university in aviation management or closely related field can substitute for four years of the required experience. A master’s degree from an accredited college or university in aviation management or closely related field can substitute for one year of the required experience.
